Just grab an used light bolt, make sure the bottom is opened up, get all the metal is removed from inside the bolt and voi la! Now you just have to make holes in the metal, get some (iron) wire, hang it upside down, fill it with water and go buy your fav flowers to fill the bolts with! I love it so much. It's such a cool extra to hang in plants or trees in the garden, or just put some nails in your walls at home and there you go, flying flower vases! ;)
